Following the course outlined by the Project, the United States and the Defense Department are carrying on perpetual wars. Ashton Carter, the Secretary of Defense, has announced an enemies list of Russia, China, Iran, North Korea, and ISIS/Daesh, in that order. So, why don’t they call it the War Department?
