CalCare – Single Payer Medicare coverage for all in California

Health Care for US (HC4US) advocates for comprehensive, high-quality universal health care through single-payer public financing. Our goal is to guarantee health care as a human right for ALL California residents, advancing the larger fight for health care justice and energizing the implementation of national Single-Payer/Medicare for All. HC4US is a non-partisan, non-profit organization of volunteers. We partner with the California Nurses Association (CNA) to support single-payer legislation.

CNA is continuing the fight for true single-payer public financing by sponsoring CalCare, legislation providing universal coverage and fully comprehensive benefits for Californians. A CalCare spot bill, AB1690 was introduced February 17th, 2023 by Assemblymember Ash Kalra. HC4US was busy in 2023 organizing and building support for CalCare within our communities and with our legislators. Our actions included hosting webinars about navigating health insurance and Medicare vs Medicare (Dis)Advantage, two general meetings and crowd and door-to-door canvassing.

We joined CNA in opposing SB 770 (a bill that masquerades as a single-payer bill and sets the stage for insurance companies to continue to be involved in the financing of health care) by testifying in Sacramento to the Assembly Health Committee, calling and sending letters to legislators. HC4US participated in the Los Angeles CNA CalCare Town Hall with Assemblymember Ash Kalra, and in the Los Angeles CNA CalCare Teach-in, joined by excellent speakers advocating for health care justice and explaining how an equitable health care system would positively affect their communities. We promoted screenings of Medicine Man: The Stan Brock Story, a documentary that highlights our health care crisis. Twice monthly we host the HC4US radio show on KPFK with guests including physicians, professors and community activists.

Assemblymember Kalra will reintroduce a full CalCare policy bill by February 16, 2024. HC4US plans to continue working with CNA to move CalCare through the legislative process to get it passed into law.

CalCare is the name of the California Single-Payer/Medicare for All. It’s a Health Care System proposed by the California Nurses Association.CalCare would guarantee comprehensive, high-quality health care for all Californians as a human right and lead the nation in the larger fight for health care justice.

WHAT ARE THE 7 PRINCIPLES OF CALCARE?

UNIVERSAL COVERAGE:
Everybody in, nobody out. Everybody, regardless of race, sex, gender, country of origin, disability status, immigration status, marital status, age, and income, gets the care they need regardless of ability to pay.

A SINGLE PUBLIC PROGRAM:
A single payer, publicly funded through progressive taxation, to cover all necessary care in California, eliminating billions in bloat and waste and saving people thousands on their health care costs. Replaces the private for-profit insurance system, and eliminates the need for employment-based health care coverage.

FULLY COMPREHENSIVE BENEFITS:
Includes medical, dental, hearing, vision, mental health, prescription drugs, long term care, and more. All decisions about care would be made between you and your doctors and nurses, not insurance companies.

FREEDOM TO CHOOSE YOUR CARE PROVIDER:
Under CalCare, there would be no more “in network” or “out of network.” You would have the freedom to choose any doctor or hospital you’d like.

FREE AT THE POINT OF SERVICE:
No more copays, premiums, or deductibles. You arrive at the doctor’s office, show them your CalCare card, and get the care you need. It’s that simple!

JUST TRANSITION:
Funding and programs to protect and support any displaced workers in the insurance industry.

PATIENT CARE BASED ON PATIENT NEED:
No more financial incentives to avoid providing necessary care, including “value-based” payment models for providers.
